Rear Window
Lauren Riley Professor Piana February 26, 2012 Rear Window Last class we viewed the film called Rear Window. The main plot behind this film is the main character, Jefferies, has a broken leg therefore he has to spend 6 weeks in a wheelchair in his apartment. The one form of entertainment he has is to window watch all his neighbors. Jefferies has a girlfriend named Lisa but tells his nurse that he does not want to marry her. After a few weeks Jefferies catches onto his neighbors business. He seems to think one of his neighbors named Thorwall murdered his wife.He gets this perception from weapons being brought into the apartment and a random disappearance of his wife, while some of her belongings stay at the apartment. From here he spends the rest of his time trying to solve this ââ¬Å"murderâ⬠mystery. He gets help from his girlfriend, a friend and his nurse. Towards the end of the movie the action increases dramatically. Lisa sneaks into Thorwallââ¬â¢s apartment to look for evidence of the murder. While she is in their Thorwall comes back and finds her in his apartment and begins to beat her. The police are then called and Lisa is brought to jail for trespassing.Next Thorwall sneaks into Jefferies apartment and begins to beat him up even though Jefferies is helpless because of his leg. He then pushes him out the window and survives but then breaks his other leg and has to go 6 more weeksââ¬â¢ window watching in his apartment. Important scenes play a big role in films. The first important scene is when Jefferies first discovers Thorwallââ¬â¢s wife is gone. This is when he comes up with the idea of the murder. This is the scene that begins the conflict in the film. Another important scene is when Lisa sneaks into Thorwallââ¬â¢s apartment and gets caught. This scene is the climax of the film.A final important scene is when Lisa is let out of jail and the policeman catch Jefferies out of the window and he breaks his other leg, this shows irony and a predicted future for him. Throughout films we see repeated elements. First we see girls wearing dresses. Back then girls were always dressed nicely. This is repeated throughout the whole film. A big element repeated is when Thorwall leaves his apartment 3 different times during one night when it was rainy out. He has his suitcase with him every time as well. This portrayed the first image of suspicion. Another repeated prop was binoculars.This was important because it helped them figure out the murder case and was an essential tool in this film. This film portrayed neighborly conflict. As we have seen in prior films, everyone must love they neighbor. I believe this was broken in this film. First we see someoneââ¬â¢s dog was killed and she immediately starts blaming and asking which neighbor killed her dog. Another time where we donââ¬â¢t see loving neighbors is when Thorwall uses violence against Lisa and Jefferies. Respect for neighbors was not followed in this film. Withi n this film we see a lot of marital and serious relationships.We are portrayed with the image that the girl cooks dinner for the man every night and sets up a nice table and helps him relax after a long days of work. Unfortunately Jefferies sees a lot of this, but continues to believe in not marrying Lisa. Towards the end of the movie though his perspective changes. It shows Lisa and Jefferies happily relaxing in his apartment together. Within this film Hitchcock used Montage editing. This was a new concept back then and Hitchcock did a fantastic job using it. We saw frames from lots of different angels and frames put in order to create meaning.

War Dogs
Manââ¬â¢s Greatest Ally It is not a new idea to use dogs in combat; for thousands of years dogs have been used in war. Almost all of the greatest civilizations that have ruled have used dogs as key component in their military tactics. Historical records have shown that dogs were used as watch guards for the Egyptians during periods of war (specifically during the Middle Kingdom) and that the Romans made entire attack formations of dogs to help with their various land conquering campaigns. These dogs were bred for combat and were often given armor and spiked collars to make them more lethal in combat.In more recent years, dogs are used in other combat situations. In 1988, Israeli Special Forces used dogs as an attack force against a terrorist organization in Lebanon. In America, dogs have been used in combat for well over 180 years. Though the canineââ¬â¢s military missions and methods have changed since that 1830ââ¬â¢s, their importance in combat remains just as critical. Ho wever, the public in general does not realize the significance of dogs in warfare as well as in homeland security. In America, the first recorded use of dogs by the military was during the Second Seminole War in 1835.The military had hired five dog handlers and 33 bloodhounds to help track and detain the Seminoles and runaway slaves that were hiding in the swamps of Florida and Louisiana. Several states (New Jersey, Philadelphia, and Indiana) protested the use of dogs by the military and sent several petitions to Congress. Most of these protesters were Quakers that believed it was wrong to make these dogs hunt like savages. Though many petitions were sent, Congress dismissed all of the protests and allowed the military to use the dogs in combat. Dogs were not used by the military for another 20 years.During the Civil War both the Union and the Confederate Armies recorded the use of dogs a mascots, sentries, and guards. Interestingly, the dogs were not supposed to assume these roles, originally their masters brought them into the military as a source of companionship, not protection. One of the most recognizable dogs during the Civil War was Sallie, a brindle bull terrier. Sallie joined the 11th Pennsylvania Infantry Unit at the beginning of the war as a pup and served the unit as source comfort, inspiration, and loyalty to their cause.In the heat of battle Sallie would bark and intimidate Confederate soldiers and lick the wounds of her fallen comrades. Sallie survived such battles as Gettysburg and Oak Ridge. Sallie met her untimely death at Hatcherââ¬â¢s Run, Virginia by a bullet to the head. Her unit cared about her so much that they buried her immediately, even though the battle was still raging on. There were several other dog mascots in the Civil War, though none matched the popularity of Sallie. The use of dogs changed during the Spanish-American War from a relatively docile role to a more militarily useful function.It was recorded by Teddy Roosevelt and his ââ¬Å"Rough Ridersâ⬠, that dogs were scouts that helped navigate the dense jungle terrain in Cuba and patrols for the horses. This is also the first time in American military history that the dogs used were actually trained in navigation and protection tactics. Dogs were again used as mascots during the Spanish-American War for the military. In an old photograph, taken in 1900, the USS Texas (a vessel used during the war) depicted fellow crewman with their mascotsââ¬âa cat and a dog (both unnamed).The role of the dog expanded even more during the Great War. During this time period a vast amount of dogs were employed as: sentries, messengers, ammunition & food carriers, scouts, sled dogs, draught dogs (water carriers), guard dogs, Red Cross casualty dogs (carrying med packs), and even cigarette dogs. The German armies had a total of 30,000 dogs in service during the war, France had over 20,000, and Italy supplied the Allies with 3,000 dogs. Americans did not have an y organized dog units and ended up borrowing several dog units from France and Britain during the war.There were over ten different breeds of dogs that were used during WWI; each breed was used for different tasks. The most popular group of dogs was the Red Cross Causality dogs (A. K. A. mercy dogs). These dogs were first trained by the Germans to carry medical supplies and seek out wounded soldiers. If a soldier was clearly dying the mercy dog would lie down next to him and provide the soldier comfort as he died. These dogs have been credited to saving a numerous amount of lives during the war by being able to reach wounded soldiers with med packs at lightning speeds.The Red Cross dog method was quickly copied by the Ally troops. During the war both the Allies and the Germans began searching for the perfect breed of dog (specifically the best Red Cross dogs). They wanted a dog that was black or gray in color, one with a good sense of smell and sight, and medium in build. The people working on this project also realized that mixed breeds performed better than purebred dogs and began to focus on crossbreeding. The use of Red Cross dogs died along with the use of trench warfare.Messenger dogs were major contributors to the war effort on both sides of the conflict. These dogs were trained to send messages between the front lines and command headquarters when the phone lines were down. The messenger dogs have often been attributed for circuitously saving the lives of many soldiers by providing vital information to them when their main source of communication (phones) was shut down. By WWII, Germany again had the largest number of dogs used in combat (an estimated over 200,000 dogs).This time however, America had finally established a military program called the K-9 Corp in 1942. After the Pearl Harbor attack and the declaration of war by Americaââ¬â¢s government, the American Kennel Club began a program called ââ¬Å"Dogs for Defenseâ⬠. This program reques ted all dog owners in America to donate quality dogs to the Quartermaster Corps for the K-9 program. The ââ¬Å"Dogs for Defenseâ⬠program was able to receive over 19,000 dogs and over thirty different breeds of dog. When these dogs entered the canine program 45% of them were sent back and considered unfit for military training.The breed of dogs chosen after this period was shrunk down to five (Dobermans, German Shepherds, Belgium Sheep Dogs, Farm Collies, and Giant Schnauzers). Originally these dogs were to be used mainly to protect civilian war plants (arsenal factories) however, there became a growing need for sentry dogs for the soldiers overseas. Basic training for a dog would last eight to twelve weeks and they would be trained to wear gas masks, muzzles, ride vehicles, and remain calm under gunfire. The dogs were also trained in basic commands (sit, roll over, stay, etc. ).After basic training, the dogs were then instructed in one of four specialized jobs: sentry, patrol , messenger, and mine detection. The only new job for dogs was mine detection, which consisted of detecting booby traps, trip wires, metallic and non-metallic mines. This program was not largely successful because the dogs had a hard time detecting these traps in combat. Alene Erlanger, a civilian consultant of the Quartermaster General, wrote a report on the misconceptions of the use of dogs in the military. She stated the public considered military dogs to be vicious killers and this view was completely false.Erlanger described the dogs as protectors of soldiers through their different combat roles such as delivering messages under fire and detecting enemy positions. Erlanger urged the readers change their skewed view of military dogs and acknowledge these heroes for their role in saving thousands of American lives in combat. When the war was over, all the donated dogs were were returned to their original owners; however, before being returned the dogs were trained to readjust to a civilian lifestyle. Sadly, some of these dogs (suffering from doggy PTSD) were unable to assimilate back in with society and were put down.After WWII the US lost interest in the War Dog programs, they closed most of all but one program, transferred dog training to the Military Police Corp, and moved the remaining 26th Scout Dog Program to Fort Carson, Colorado. The 26th platoon served in the Korean War for two years (1951 ââ¬â 1953) and was very successful, receiving three silver stars, six bronze stars for valor, and thirty-six bronze stars for meritorious service. After being in Fort Carson for six years the 26th Scout Dog Platoon, along with the War Dog Training Center was moved to Fort Benning, Georgia.Another change that occurred was that the Air Force became the primary service to use the dogs. During the late fifties and early sixties, the Air Force developed expensive aircrafts and housed state-of-the-art weaponry, thus increasing the requirement for more sentry dogs t o protect these valuable assets. Consequently, the Air Force established another War Dog Training Center in Lackland Air Force Base, Texas. At the commencement of the Vietnam War, dogs were not immediately placed in the combat zone. However, by 1960, the United States Air Force K-9 Corp stationed teams in Vietnam primarily for dog sentry research.It wasnââ¬â¢t until 1965 when the military finally allowed dogs to participate in the war; by the end of the year 100 dogs were in Vietnam. The combat role of these dogs differed from the canine missions in WWII and the Korean War. These dogs were trained to track Viet-Cong trails and to detect the hidden booby traps placed in the jungles. Again the majority of dogs were sentry dogs, however, with the primary mission to detect the deadly sapper teams that attacked base camps at night. The military dogs were largely successful and in an article written during the Vietnam War they were described as ââ¬Å"our enemies worst enemyâ⬠.Thi s article, written by SP4 Wain Rubenstein, described the rigorous training the sentry dog underwent to prepare for Vietnam. He detailed the working conditions of the dogs, the long night hours they remained alert to protect the base from any intruders, and the critical need for their acute olfactory senses to detect the faintest odor of a near by trap or Viet-Cong. Rubenstein also acknowledged the handlers (the dogââ¬â¢s master) needed to be as proficient as the dogs, in terms of physically fitness, mentally capacity, and their ability to establish a bond with the dog.Without these qualities the dog would not live up to its full potential. By the end of the Vietnam War, 4000 American dogs were sent to Vietnam and they were accredited with saving over 10,000 lives in the process of 10 years. Unfortunately, of those 4000 dogs, only 200 returned home. In an article written by CNN, the surviving handlers of the Vietnam War discussed their memories of the war and their dogs. All expre ssed sorrow for the dogs they left buried in the Vietnam soil. The article clearly demonstrated the handlerââ¬â¢s strong emotional bond with their respective dogs, a connection that they still remember almost a half century later.After the Vietnam War the role of dogs in the military was reduced to a division of the military police unit. In 1967 the military established the Air Force Security Police Dog Training School which was school that trained dogs to work security with officers. The school, which still stands today, trains dogs to remain clam when approached by unfamiliar people, to discriminate between a threatening gesture and an accepting gesture; to remain alert; to willingly enter vehicles with other people and dogs without becoming hostile; and to be obedient both with or without a leash.The dogs are trained to enter empty buildings to search for hidden intruders and to examine areas to find lost or concealed objects. The dogs are taught to aggressively attack an enem y with a simple command of the handler and just as quickly stop when commanded by the handler. I personally witnessed this training when interviewing a dog handler on Peterson Air Force K-9 Unit; Ssgt. Chris Kench demonstrated a routine training scenario with his dog Gina. The exercises commenced with a simple work out course that incorporated running, jumping, climbing, and crawling for a total of fifteen minutes.Next, Ssgt Kench demonstrated the four commands with Gina. The first command was to attack a person (in this case a person in a protective suit) that is running away from the handler, the next command was when the handler instructed the dog to stop her attack, and the third command was when the handler commanded the dog to attack, but then commanded the dog to heel before actually touching the suspect. The last command isnââ¬â¢t really a command, but an instinct, which was when the handler was attacked, the dog attacked the enemy without consent from his handler.Upon fu rther discussion with Ssgt. Kench I discovered that Peterson Air Force Base has the second largest K-9 unit with seventeen dogs. The only post that exceeds this number is Andrews AFB, MD, which is the post that provides security dogs for the president. Ssgt. Kench also stated that the breed of dogs currently used in the Air Force have shrunk to two (the German Shepard and the Belgium Malinois). Both of these were chosen because of their quick maneuverability and their exceptional detection skills.Ssgt Kench went on to say that these dogs only last nine to twelve years before retiring due to old age, hip displacement, and disease. When the dogs retire they are often adopted by their last handlers and spend the reminder of their lives as civilians. Dogs have been an invaluable resource to the US military for well over 180 years. Whether as messengers, patrollers, or just as simple mascots, they have provided America with a sense of comfort and protection. Many of these dogs have direc tly contributed to saving thousands of lives and they deserve recognition for work they have done.Military dogs have been in almost every war that America has participated in and their roles and missions have continued to evolve with each conflict. Yet throughout history they have continually received little if any acknowledgment by the public for their efforts and were almost eradicated after the Korean War. It is important that we as a country recognize these small heroes for their critical role in the history of our country and appreciate that they are mans greatest ally. The fruits are 5-7 cm long; surface fairly smooth or with transverse corrugations, lemon yellow; skin comparatively thick; pulp rather juicy, grayish, acid; aroma similar to that of samuyao; Seeds are numerous. The Journey From Education To Unemployment EXECUTIVE SUMMARY The jobs-skills mismatch in the country has been in existence since 1965. It was observed by experts following an imbalance of manpower training and manpower need (Bernardino, 1965, pp 3-4) and a great number of unemployed with college degrees (Limcaco, 1965, p. 8). It was reiterated in the 1970 report of the PresidentiaCommission to Survey Philippine Education (PCSPE) that found a mismatch between students college courses and the training required by the world of work (Santamaria, 1979). The prevalent mismatch between the educational system and the employment sector is a continuing concern in the country. The conduct of the National Manpower Summit and National Human Resource Conference in 2006 and 2007 respectively, which were spearheaded by DOLE and attended by various stakeholders, identified the gaps between supply of the labor workforce and market demand. These yielded several recommendations. Through personal interviews with the top management of various stakeholders such as DOLE, ECOP, TESDA, PMAP and other companies and employers, the team was able to gather comparative data to reinforce the presence of the mismatch. The facts are supported by figures in the websites. The study recognizes that the aggregate supply of graduates is greater than the market demand thereby resulting to unemployment or underemployment. This is where the mismatch occurs. The study identified three levels of mismatch: 1) on the number of graduates vs. the number of jobs available; 2) on the quality of graduates vs. industry expectations; and 3) on the skills acquired vs. skills required. The jobs-skills mismatch is greatly influenced by the macro environmental factors, namely; social, political, economic and technological. Included among the Social factors are high population growth and an increasing incidence of poverty. This high population growth cancels out the effect of economic growth particularly the creation of jobs to absorb the excess labor supply. As regards political factors, there is no central organization that brings all the stakeholders (Employers, Employees, Sector groups, NGOs etc.) under one umbrella to make sure that all the stakeholders work together. Also, there is a lack of government program to inform the potential workforce on the requirements of the market (i.e. what courses to take, what skills are needed, etc.). On economic factors, higher levels of sustained economic growth is needed to reduce the unemployment and underemployment rate. And finally, technological factors, educational institutions should acquire modern advanced technology t o match the requirements of the rapidly changing and the emerging industries. This paper proposes short and long term possible solutions to address the mismatch. Some of these recommendations are the conduct of National conference involving employer groups such as ECOP and PCCI as well as captains of industries to draw up one united and uniform comprehensive plan; creation of Human Resource Development; Partnership between education institutions and industries; and creation of National Curriculum Research Institute that will constantly study and review current curricula, develop and recommend revisions among others. In the evaluation of the education institutions and the industries, there is a significant mismatch between what the institutions produce and what the market demands. The jobs-skills mismatch is a major contributing factor in the unemployment rate in the country. Hence, addressing mismatch could remarkably decrease unemployment rate. More active participation and stricter intervention of the government is needed to address the mismatch problem in the country. OBJECTIVE OF THE STUDY This study seeks to: Examine the system of supply and demand of the labor workforce in the country; Identify the causes and effects of the jobs-skills mismatch; and Come up with recommendations in filing the gap between the supply and demand. SCOPE AND LIMITATION OF THE STUDY The scope of this study is limited to the mismatch in the Philippines job market. It focuses on the mismatch between the number of graduates in each course and the number of vacancies in each industry in the country. For the purpose of this study, let us clearly define that the skill acquired is the vocational course or college while the skill required is the job vacancy. METHODOLOGY The sources of information of the study are composed of two methods the primary and the secondary method. For the primary method, the team conducted interviews with the different key personalities of various stakeholders, i.e. Department of Labor and Employment (DOLE), the Employers Confederation of the Philippines (ECOP) and Peoples Marketing Association of the Philippines (PMAP). The team used the same set of questions to test if the interviews will yield similar findings. For the secondary method, the team used company manuals, statistics and data gathered from the internet and other studies previously conducted by different individuals and groups on jobs-skills mismatch. DETAILED REPORT INTRODUCTION The jobs-skills mismatch in the country has been in existence since 1965. Government restructuring or the creation of a single government agency to address employment concerns is one of the common solutions recommended by various employment stakeholders. An HRD Central Agency will be established to develop policies and programs for the establishment of a strong HRD sector in the government. According to the paper of Andrew Gonzales entitled Higher Education, Brain Drain and Overseas employment in the Philippines-Toward a differetiated set of solution, the Philippine case of mismatch between the manpower needs of the country and the output of the higher education system is an example of interlocking conflicts. Data show concrete indication of the gap between our educational system and the employment sectors. In 2010 alone, only 82% of the new graduates are new hires, 18.5% of the college graduates are among the unemployed and as of 2010, the Department of Labor and Employment (DOLE) identified 54, 417 job vacancies. One of the notable causes of mismatch is the lack of infomration by families and individuals in the labor market requirements. Because of this, institutions may have provided the graduates the skills that are not necessarily required by the market. MAJOR STAKEHOLDERS EMPLOYERS CONFEDERATION OF THE PHILIPPINES (ECOP) The Employers Confederation of the Philippines (ECOP) is the single voice for the entire business community in the country on important national issues related to employment, industrial relations, labor issues and related social policies. ECOP was born on September 10, 1975. Before ECOP, the business sector and employers in the country were represented by two major business organizations, namely: the Chamber of Commerce of the Philippines (CCP); and the Philippine Chamber of Industries (PCI). The creation of ECOP made tripartism a reality, with the Trade Union Congress of the Philippines (TUCP) representing a labor sector, and the Department of Labor and Employment and the other agencies as the state instrumentality. On May 1, 1978, the government through Presidential Letter of Instruction (LOI) 688 recognized ECOP as the single voice of employers, to be consulted by the government, together with labor, in the promulgation of a scheme which would promote and sustain an adequacy machinery for cooperation between labor and management at approapriate levels of the enterprise. DEPARTMENT OF LABOR AND EMPLOYMENT (DOLE) The Department of Labor and Employment (DOLE) started as a small bureau in 1908. It became a department on December 8, 1933 with the passage of Act 4121. The DOLE is the national government agency mandated to formulate and implement policies and programs, and serve as the policy-advisory arm of the Executive Branch in the field of labor and employment. It consists of the Office of the Secretary, 7 bureaus, 6 services, 16 regional offices, 12 attached agencies and 38 overseas offices with a full manpower complement of 9,806. It operates on a current budget of Php 6.618 B and ranks 14th out of 21 departments. The vision and mission are consistent with the Platform and Policy Pronouncements on Labor and Employment of President Benigno S. Aquino IIIs administration, herein referred to as the 22-Point Labor and Employment Agenda, the DOLE is the lead agency mandated to develop the competencies and competitiveness of Filipino workers, to deliver employment facilitation services for full and decent employment, and to promote industrial peace based on social justice. It serves more than 38.51 million workers comprising the countrys labor force , including the 3.62 million temporary migrants working in about 215 destinations worldwide . The DOLE clients include trade unions, workers organizations and employers and/or employers groups (i.e., ECOP, chambers of commerce and industries, TUCP, FFW, etc). There are 123 existing Tripartite Industrial Peace Councils or TIPCs (13 regional, 44 provincial, and 66 city/municipal) and 128 existing Industry Tripartite Councils (46 regional, 48 provincial and 34 city/municipal) serving as mechanisms for social dialogue in addressing labor and employment issues. The DOLE also maintains linkages with non-government organizations (NGOs), government agencies, the academe, partner international organizations (e.g., ILO, IOM, IMO, UNDP, UNICEF), and with the international community, particularly the host countries where our OFWs are based. DEPARTMENT OF EDUCATION (DepEd) Education in the Philippines has undergone several stages of development from the pre-Spanish times to the present. In meeting the needs of the society, education serves as focus of emphases/priorities of the leadership at certain periods/epochs in our national struggle as a race. The DepEd was transformed from the former Department of Education, Culture and Sports (DECS) to the Department of Education (DepEd) and redefining the role of field offices (regional offices, division offices, district offices and schools). RA 9155 provides the overall framework for (i) school head empowerment by strengthening their leadership roles and (ii) school-based management within the context of transparency and local accountability. The goal of basic education is to provide the school age population and young adults with skills, knowledge, and values to become caring, self-reliant, productive and patriotic citizens. COMMISSION ON HIGHER EDUCATION (CHED) The CHED was created on May 18, 1994 as an attached agency to the Office of the President for administrative purposes. The creation of CHED was part of a broad agenda of reforms on the countrys education system outlined by the Congressional Commission on Education (EDCOM) in 1992. Part of the reforms was the trifocalization of the education sector into three governing bodies. The CHED for tertiary and graduate education, the DepEd for basic education and the TESDA for technical-vocational and middle level education. TECHNICAL EDUCATION AND SKILLS DEVELOPMENT AUTHORITY (TESDA) The Technical Education and Skills Development Authority (TESDA) was established through the enactment of Republic Act No. 7796 otherwise known as the Technical Education and Skills Development Act of 1994, which was signed into law by President Fidel V. Ramos on August 25, 1994. This Act aims to encourage the full participation of and mobilize the industry, labor, local government units and technical-vocational institutions in the skills development of the countrys human resources. The merging of the National Manpower and Youth Council (NMYC) of the Department of Labor and Employment (DOLE). The Bureau of Technical and Vocational Education (BTVE) of the Department of Education, Culture and Sports (DECS), and The Apprenticeship Program of the Bureau of Local Employment (BLE) of the DOLE gave birth to TESDA. The fusion of the above offices was one of the key recommendations of the 1991 Report of the Congressional Commission on Education, which undertook a national review of the state of Philippine education and manpower development. It was meant to reduce overlapping in skills development activities initiated by various public and private sector agencies, and to provide national directions for the countrys technical-vocational education and training (TVET) system. Hence, a major thrust of TESDA is the formulation of a comprehensive development plan for middle-level manpower based on the National Technical Education and Skills Development Plan. This plan shall provide for a reformed industry-based training program that includes apprenticeship, dual training system and other similar schemes. TESDA is mandated to: Integrate, coordinate and monitor skills development programs; Restructure efforts to promote and develop middle-level manpower; Approve skills standards and tests; Develop an accreditation system for institutions involved in middle-level manpower development; Fund programs and projects for technical education and skills development; and Assist trainers training programs. At the same time, TESDA is expected to: Devolve training functions to local governments; Reform the apprenticeship program; Involve industry/employers in skills training; Formulate a skills development plan; Develop and administer training incentives; Organize skills competitions; and Manage skills development funds. Overall, TESDA formulates manpower and skills plans, sets appropriate skills standards and tests, coordinates and monitors manpower policies and programs, and provides policy directions and guidelines for resource allocation for the TVET institutions in both the private and public sectors. Today, TESDA has evolved into an organization that is responsive, effective and efficient in delivering myriad services to its clients. To accomplish its multi-pronged mission, the TESDA Board has been formulating strategies and programs geared towards yielding the highest impact on manpower development in various areas, industry sectors and institutions. PEOPLE MANAGEMENT ASSOCIATION OF THE PHILIPPINES (PMAP) PMAP is strictly profesional, non-stock, not for profit organization of over 1,800 member companies and individual management executives engaged or interested in Human Resource Management and IR works. UNIVERSAL ACCESS OF COMPETITIVENESS AND TRADE (UACT) U-ACT is a private sector-led, non-stock, non-profit, advocacy and research think-tank, affiliated with the PCCI primarily focused on issues relating to trade policy making, trade negotiations and agreements, economic, sectoral and human resource competitiveness. PHILIPPINE CHAMBER OF COMMERCE AND INDUSTRIES (PCCI) The Chamber movement in the Philippines has been in a constant state of evolution for over a century. One can say that the eminent position now being enjoyed by the Philippine Chamber of Commerce and Industry (PCCI) in the business community traces its raison d etre from a history interwoven into our nations own history of economic, political and social upheavals. The roots of the Chamber Movement can be traced to the 1890s with the formation of the Camara de Comercio de Filipinas. This organization was composed mainly of Spanish companies such as the Compania General de Tobacco de Filipinas, the Fabrica de Cervesa San Miguel and Elizalde Y Cia, among others. This was followed by the creation of the Chamber of Commerce of the Philippines (CCP) in 1903, shortly after the countrys turnover to the United States. The rise of industries in the 1950s created the need for several industry groups to organize an association that would represent their interests and concerns amid the changing panorama of the economy. Thus, the Philippine Chamber of Industry (PCI) was formed. In July 1978, the Chamber of Commerce of the Philippines (CCP) and the Philippine Chamber of Industry (PCI) merged to give birth to a single, unified private sector organization called the PHILIPPINE CHAMBER OF COMMERCE AND INDUSTRY (PCCI). That same year, by virtue of Letter of Instruction no. 780, then President Ferdinand E. Marcos recognized the Philippine Chamber of Commerce and Industry as the sole official representative and voice of the entire private business community. MACRO ENVIRONMENT ANALYSIS Social Factors attributing to mismatch High population growth and increasing incidence of poverty are some of the main factors for the mismatch in job market. The problem is aggravated when the rate of economic growth is less than the rate of population growth. High population growth led to repeated pregnancy which lowers the women participation in labor force. Higher number of children in a family with low-income level makes it difficult for the family to send all the children for higher education. Less dense populated provinces dont have good schools which results in less skilled workforce. Political Factors attributing to mismatch There is no central organization which brings all the stakeholders (Employers, Employees, Sector groups, NGOs etc.) under one umbrella and makes sure that all the stakeholders work together, are heard and have ownership. Also, there is a lack of government program to inform the potential workforce on the requirements of the market (i.e. what courses to take, what skills are needed, etc.) Labor code and existing work-related laws have not been reassessed and reviewed to adapt to the changing times. Government spending on Education is increasing (Annexure-Chart1) but major portion (approx 89%) of that goes to the maintenance of DepEd, wages etc. There is only small portion left for the improvement of infrastructure of existing schools or opening new schools. Economic Factors attributing to mismatch According to ECOP, the reduction of chronic unemployment and under- employment is not possible without higher levels of sustained growth. For families with low-income it is very difficult to send their children to attend costly courses. Further, low income individuals consider the duration of course as a major factor in the decision making as he cant afford to spend couple of years without any income. To ensure quality of learning, the quality of teaching must be met. Due to low salary, teachers of high quality choose to work abroad for higher salary. With low-quality of teachers one cannot produce quality workforce with proper skill set. Chronic unemployment and jobless growth also add to the problem of mismatch. Also sometimes the improvement in technology or processes in an organization led to reduction in the workforce. SUPPLY The Educational Institutes: To effectively fulfill the current and future needs of the economy, human resources must be competitive and must possess updated skills. Qualified skilled human resources must be available at the right place, at right time and at the right quantity and quality to meet the changing demands of the economy. Wholesale and Retail Trade The wholesale and retail trade industry continues to thrive in the country as general economic outlook improves and consumer spending rises. As more wholesale and retail enterprises are established, more job opportunities are provided. Problem arising due to mismatch Skill mismatch makes labor market inefficient and imperfect. Job hiring and seeking become expensive. Many vacancies and job openings remain opened. This results in increased unemployment and also hampers the growth of business and the economy of the country. CONCLUSIONS AND RECOMMENDATIONS CONCLUSIONS In the evaluation of the education institutions and the industries, there is a significant mismatch between what the institutions produce and what the market demands. The jobs-skills mismatch is a major contributing factor in the unemployment rate in the country. Hence, addressing mismatch could remarkably decrease unemployment rate. One of the causes of the mismatch is the lack of coordination between educational institutions and industry leaders. As a result, institutions produce more graduates that are not needed in the market. The setting up of a department that would link the education institutions to the industry could be a big step in addressing the mismatch. However, mismatch does not only happen when the labor workforce acquire skills that are not required by the market. Mismatch also occurs in the quality of skills that the graduates acquired vis a vis the demand of the industries. Graduates dont usually possess other skills that industries require interpersonal, communication, and leadership. More active participation and stricter intervention of the government is needed to address the mismatch problem in the country. The intention is simply to make the equation EDUCATION = EMPLOYMENT works. RECOMMENDATIONS After a careful review and analysis of available data, the team came up with the following recommendations: Short Term: In the short term, separate existing initiatives done in the area of addressing the mismatch by public as well as private entities can be consolidated with government taking the lead by way of bringing together various agencies like the Department of Education (DEPED), the Commission on Higher Education (CHED), the Department of Labor in Industry (DOLE), the Technical Education and Skills Development Authority (TESDA) to spearhead a national conference involving employer groups such as ECOP and PCCI as well as captains of industries to draw up one united and uniform comprehensive plan. Long term: 1) A Department of Human Resource Development shall be established. This department will ensure linkage between the education and labor sectors. Contrary Interpretations of The Yellow Wallpaper à à ââ¬Å"The Yellow Wallpaperâ⬠was first published in New England Magazine in 1892.à Charlotte Perkins Gilman, an advocate for the advancement of women, authored the short story.à She intended the piece to bring to light the inherent ineptitude of the Weir Mitchell ââ¬Å"rest cure.â⬠à Though this subject is addressed, many other pertinent topics are broached, ever so subtly.à Other themes in the book include the role of women in a society dominated by men, the role of the mother, and how oppression can affect the mind of a creative individual.à These themes, however, can be altered merely by how the tale is edited.à I intend to point out some of the pertinent differences that exist between the full text of the story and an abridged version, describing how they give the same story contrary interpretations.à à à à à à To better understand the differences I will be noting, one may find it helpful to be familiar with the basic plot of ââ¬Å"The Yellow Wallpaper.â⬠à Both versions relate the story of a woman losing her mind.à She has not been feeling well for some time, so her husband, a physician, decides a summer spent relaxing in the country would benefit her.à While there, she is forbidden to write in her journal, as it indulges her imagination, which is not in accordance with her husbandââ¬â¢s wishes.à Despite this, the narrator makes entries in the journal whenever she has the opportunity.à Through these entries we learn of her obsession with the wallpaper in her bedroom.à She is enthralled with it and studies the paper for hours.à She fancies she sees a woman trapped behind the pattern in the paper.à The story reaches its climax when her husband must force his way into the bedroom, only to find... ...woman being driven mad by her position in life.à The wallpaper merely serves as a catalyst for her breakdown.à This interpretive discrepancy, as well as the loss of authenticity and finally the weakening of Johnââ¬â¢s power, ultimately leaves the two versions of ââ¬Å"The Yellow Wallpaperâ⬠open to varying interpretations. à à Works Cited Gilman, Charlotte Perkins.à The Yellow Wallpaper.à Ed. A battle between the Filipino forces and Spanish battalion in 1898. A young Filipina, named Feliza who fell inlove with a half Spanish and a half Filipino young man, named Celso who prefer to be a Spanish soldier rather than to be a Filipino katipunero. Feliza and Celsoââ¬â¢s love has to be kept as a secret because Feliza is the daughter of Nanding, a rebel leader who has the burning desire to completely annihilate Spanish soldiers in town of Baler. Filipino troops including the father of Feliza started to attack Spanish soldiers. The Spanish battalion inhabited the church as their barracks to protect them from attacks of up armed Filipinos bounding the church. As the siege prolongs, little by little the Spaniardsââ¬â¢ supply of foods diminish and many soldiers got sick because of no more supplies of food to eat. Commander Las Morenas and other subsequent commanders got wounded and sick because of being isolated for a number of months. There were some soldiers surrendered because they could no longer bear their sufferings. Even Celso who knew that Feliza got pregnant planned to escape together with his colleagues. That night of their escape Celso was trapped due to his friendsââ¬â¢ own fear. He was betrayed by his own friend. Feliza who was patiently waiting for Celso, knew nothing about the execution happened to her love inside the church. Filipino troops have many times tried to convince the Spaniards to surrender because Spanish fleet in manila was already defeated and the war was actually ended. But still they refused to leave. ââ¬Å" Viva Espaà ±a! ââ¬Å" their principle. The last commander who discovered that the news was true. After the confirmation of the news, at last he and his follower peacefully surrendered. The sad thing was that poor Feliza, who longed for her love, who could instead be the happiest woman in the world that time because finally she and her love could be together, did not find Celso in the flock of freed soldiers rather found him inside the church with no more life. A.EXPOSITION In 1898, a band of Spanish soldiers heroically defended Baler (which would later be the capital municipality of Aurora in 1951) against Filipino forces for 337 long and grueling days. Dubbed as the Siege of Baler, the Spanish troops holed up inside the church of San Luis Obispo. This is the setting of the movie Baler, a love story between a young Filipina barrio lass Feliza (Anne Curtis) and Filipino-Spanish soldier Celso (Jericho Rosales) are caught in a forbidden love, torn apart by the societies they came from. Felizaââ¬â¢s father Nanding (Philip Salvador) is an anti-Spanish government fighter, which puts pressure on the young couple to keep their relationship a secret. Outnumbered and out-gunned by the Indios they once governed and abused, the Spanish soldiers in Baler, including Celso and buddy Lope (Mark Bautista), are now forced to hole up in a church as they wait for non-existent military reinforcements to rescue them from the band of Filipinos who have now surrounded them and are waiting for their surrender. B.RISING ACTION Baler wasnââ¬â¢t bad. But it wasnââ¬â¢t good either. It was a very simple story ââ¬â a love affair between Jericho Rosalesââ¬â¢ half-blood Spanish soldier and Anne Curtis (Feliza) native maiden (whose father ââ¬â Philip Salvador ââ¬â happened to be a particularly bitter freedom-fighter). This romance was set against the last days of Spanish power in the Philippines when the garrison at Baler ââ¬â including Jerico Rosales (Celso) character ââ¬â was forced to hole-up in the local church for almost a year, surrounded by the well-armed local militia. Under these trying circumstances, the two leads keep the faith as best they can, against all odds. And that was pretty much it. Despite its pretensions at being a period historical romance, the entire movie came off almost as blandly as though it were journalistic, rather than dramatic. The crux of the movie should have been the aching of the two lovers; more specifically, Anne Curtis (Feliza) defiance of her father and Jerico Rosales (Celso) ultimate decision to defy his Commander ââ¬â and by extension his own dreams of eventually seeing his father ââ¬â in order to finally be with his love. C.CLIMAX The story of doe-eyed Feliza (Anne Curtis), a young Filipina from the capital of Aurora province who falls in love with Celso (Jericho Rosales), a Filipino-Spanish soldier fighting for Spain as the once mighty empire is now on a losing battle defending its overseas territories from the US. Felizaââ¬â¢s dad (Phillip Salvador) an anti-Spanish government fighter which means their love is anything but permissible, and thus are struggling to keep their relationship secret. Outnumbered and out-gunned by the Indios they once governed and abused, the Spanish soldiers in Baler, including Celso and buddy Lope (Mark Bautista), are now forced to hole up in a church as they wait for non-existent military reinforcements to rescue them from the band of Filipinos who have now surrounded them and are waiting for their surrender. D. Moral Lesson: Love is worth fighting for! Love is not easy in a time of uneasiness. But above all, Filipinos were really a freedom fighter. As Spaniards did not surrender, much more the Filipinos. E.REACTION: Baler is primarily a love story between Feliza, the daughter of a rebel commander (Anne Curtis), and Celso, a half-Spanish soldier (Jericho Rosales), set at the twilight years of the Spanish regime in the Philippines. The young couple struggle to keep their forbidden love alive despite familial and political tensions culminating in an almost yearlong blockade known as the Siege of Baler. ââ¬Å"Love is difficult in times of war,â⬠says a Filipino soldier named Lope (Mark Bautista) who is also serving the Spanish army just like Celso. His statement perfectly encapsulates the movieââ¬â¢s theme. Complementing the primary conflict of Anne and Jerichoââ¬â¢s relationship is a backdrop of clashes between father and son, mother and daughter, duty to family and country, and loyalty and self-preservation. Throughout the movie, Baler explores the question of whether love-be it romantic, familial, or patriotic-can survive the most brutal of human endeavors: war. VI.HISTORICAL ANALYSIS Baler is a history-inspired Filipino movie mainly on a prohibited love between Filipino maiden Feliza Reyes acted by Anne Curtis and Filipino-Spanish Soldier Celso Resurreccion acted by Jericho Rosales. The couplesââ¬â¢ love is difficult because of different culture they came from. Feliza is a daughter of an insurgent leader Nanding portrayed by Philip Salvador and Celso is a soldier serving Spanish regime. Their relationship is kept alive even with hindrances such as the famous historical event Siege of Baler where Spanish Army including Celso assigned at Baler, Quezon is trapped in a church surrounded by Filipino Army anticipating for their concede as Philippine-Spanish war is ending. The siege lasted almost a year where it defied the love of the young couple. The film begins on a scene depicting how admirable Baler until the characters and scenes introduced consequences of their fate that becomes a strong emotional medium in actualizing the plot. The way that Lieutenant Mota killed himself instead of surrendering to Filipino troops surrounding him while Celso is watching is genuinely revealing that sacrificing blood and life is evident throughout the story. Indeed it did not fail because the film illustrated first about the love of a young couple and ended tragically with bloodshed. Characterization of Baler was a credit of the movie. Characters complimented each persona portrayed. Anne Curtis as Feliza is quite ironic to be a full blooded Filipina because of her looks but managed to defer it by her acting which made viewers imagine a real beautiful and in loved young Filipina. She portrayed it with grace as though viewers see it as an actual scene from the past. Also, we can acknowledge Philip Salvador as Nanding who symbolized oppressed Filipinos whom are eager to fight Spanish government. This portrayal is effective because it lets the viewers feel how gruesome the treatment of Spaniards. Other than that, Jericho Rosales as Celso acted smoothly throughout the film though some criticize him not fit for the role half Filipino and half Spanish since his beauty was truly for a Filipino Man. Despite that, he portrayed the role that viewers had suspension of disbelief. Seeing him as a true Filipino but was just lucky enough to have a job and to have been born in Spain. He also acted fair enough that he represented both sides of what he loves and what he ought to do. Basically, the setting of the movie, Baler, is also an important symbolism of the movie. It connotes that the place is significant for the young couple who fought for their love and life through wars. It implies their persistent love which was only ended by death. Also, as the movie also denotes, another meaning would be perceive from Baler is that it represented how firm the belief of Spaniards. They managed a year-long battle unknowingly to win or not but was urged because of their pride. Symbolisms are not evident throughout the film but Baler is the leit-motif which was the main point why the movie progressed. The style of the director is highly commendable that even young ones can capture the emotions of the movie. All throughout it depicted scenes and shots that emphasize worthy subjects that contributed to the maturity of the film. The film touched aspects differing from familial, personal life until political feuds. Hence, this film is a must for a person who seeks a touch of history and romance. VII.LITERAL ANALYSIS A.THEME ââ¬Å"Love is difficult in times of war!â⬠B.POINT OF VIEW The Baler screenplay tries to present the Filipino point of view on the issue of the siege, and the international significance of the event for the fledgling Philippine Republic. C.SIGNIFICANT The movie portrayed three (3) significant happening in which we may perceive that created conflict or harmony. First, the reality of Filipinos relationship with the Spaniards was illustrated thoroughly. In the movie, it was established how inviolable the love of the young couple and also how inviolable matters concerning priests or Spanish government rulers. Here they have communicated implicitly that it is unlawful for them to be in these affairs. In present time, this reality is apparent. A good example maybe perhaps our Filipino culture of girls should be conservative. Some continue to obey the belief while the others who donââ¬â¢t are labeled flirt. We cannot escape the fact that some if not majority dwell with this kind of perspective. However, as technology advance, so is our mental openness. Some embrace this kind of philosophy forgetting the old habit which was known worldwide that is ââ¬Å"Mara Claraâ⬠style. Second, a reality portrayed was that a person is loyal to its own country no matter what. Established in the movie was how the Spaniards and Filipinos were firm with their own beliefs. The Spaniards remained loyal to their country despite the evidence that were shown to them telling that Spanish era is long gone. On the other hand, Filipinos remained fierce with their battle giving grace to the Spaniards. In these days, we can also relate the loyalty of these people with their respective country in our daily lives. A great example would be a broken family who despite of intense quarrel mange to unite if other clan while oppose to one of their family. This family will join together defending their own ill-treated family member. In this case, we can say that our loyalty remains fully firm from where we came from. Lastly, a reality shown was Love conquers all even if death comes. Tragically, the movie ended revealing that Celso was executed due to accused treachery. In this case, we can see that no matter how big or small circumstances, the love of couple is still present though they are eternally apart. D.CONFLICT While Baler is a story of conflict, betrayal, suffering, self-preservation, selfishness, obstinacy, and self-interest, it is also a story of heroism, courage, love of freedom, patriotism, endurance, chivalry, humanity and above all, it also tells about a noble story of love in time of warââ¬â the story of Feliza and Celso. Feliza is the beautiful daughter of Nanding (Phillip Salvador), whoââ¬â¢s a member of the rebel movement. This is the very reason why she and Celso have to keep their love a secret. Nanding, whose primary goal is to completely wipe out the Spanish soldiers stationed in the town of Baler, can never accept Celso, a half- Indio, half Spanish soldier who chooses to serve the enemies more than the Filipino insurgents who are struggling and fighting for their independence, their freedom. Feliza is in love with the man her father despises but who and what could stop the two young people who are madly in love with each other?
